The Office of the Regional Treasury meets the budget officers, accountants, and cashiers of respective ARMM line agencies to discuss the Status of Local Revenue Collection and Local Fund Utilization.

Cotabato City.  The Bangko Sentral ng Pilipinas (BSP) - Cotabato Branch together with the Office of the Regional Treasurer of the Autonomous Region in Muslim Mindanao (ORT-ARMM) conducted Briefing on Philippine Banknotes and Coins held at Shariff Kabunsuan Cultural Complex, Cotabato City last November 4, 2015.  The program was attended by Provincial and Municipal Treasurers of ARMM Local Government Units (LGUs) and Cashiers of ARMM Line Agencies (LAs).  The activity aims to boost the awareness of the said participants on demonetization of the current banknotes and coins.

Corporate Affairs Deputy Director Rogelio V. Garcia of BSP said that there is urgency to realize the said activity to inform the offices which money involves in their day to day operations.  He explained some of the reasons for demonetization are to avoid fake moneys, level the other countries, change on type of government, political and social reform, inflation, and minimize money design used in the country.  BSP Cotabato Branch Director Perry Dequita added that this information drive is their responsibility to ARMM constituents being one of their stakeholders. Currency Specialist Ms. Ramona S. Sales of BSP discussed to the participants the Demonetization Program of the New Design Series, Security Features of the Philippine Banknotes, and The Programs and Advocacies of the BSP.

Regional Treasurer Kanggo M. Umal, Al-Haj in his closing remarks, acknowledged the presence of treasurers and cashiers.  He thanked everyone for attending the activity despite of being distant and has to travel all the way to the venue.  He also hopes that the participants have learned from the topics and will be useful on their everyday activities. Cotabato City – The Office of the Regional Treasury (ORT) of the Autonomous Region in Muslim Mindanao spearheaded a meeting of ARMM Income Generating Line Agencies held at Regional Planning and Development Office (RPDO)-ARMM Conference Room on August 28, 2014. The meeting was conducted mainly for the purpose of formulating the ARMM Local Revenue Targets for 2015.

Regional Treasurer Kanggo M. Umal, Al-Haj in his opening statement said that it is necessary to conduct a consultation with ARMM agencies collecting and remitting local revenue taxes, fees, and charges to establish a more reliable and accurate revenue target for 2015.  He thanked each and everyone for the great contribution for 2013 Collections.  He also proudly said that President Benigno Simeon Aquino III has mentioned the good performance of ARMM in 2013 Revenue Collections having achieved 101.13% of its target. 

For the information of everybody, Treasurer said that the 2014 collection is experiencing a shortfall due to the exercising of prudence in the implementation of regional projects. Therefore, we added, it is a great challenge for entire ARMM.  He asked continuing support from all agencies to achieve the 2014 collection target.

Mr. Gani J. Petron, Chief Revenue Division of ORT-ARMM stated that the objectives of the activity are to determine the status of 2014 Collections and to start discussing the requirements and processes for the 2015 collection target.  Ms. Norhata S. Nasa, ORT staff presented the Status of 2014 Collections with the ARMM Income Generating Agencies corresponding remittances.  Mr. Petron also presented the projected 2015 Revenue Target in the total amount of P 1,584,500,000.00.  The presentations were followed by an open discussions on the issues and concerns of ARMM agencies.  ORT provided a standard form for ARMM agencies in establishing their respective 2015 Revenue Target.  The participants and ORT agreed that the deadline for the submission of the said target will be on August 29, 2014.

Cotabato City – The Office of the Regional Treasury (ORT-ARMM) and the Department of Interior and Local Government of the Autonomous Region in Muslim Mindanao (DILG-ARMM) jointly conducted a meeting to trace out and resolve issues relative to the withholding and remittance of taxes due to the funds of regional projects such as Grassroots Participatory Budgeting Projects (GPBP) also known as Bottom Up Budgeting (BUB) and Payapa at Masaganang Pamayanan (PAMANA). The meeting was conducted at DILG-ARMM Conference Room last June 18, 2014 and participated by GPBP focal persons and accounting/finance officers. The Bureau of Internal Revenue-Revenue District Office 107 (BIR-RDO 107) Revenue District Officer (RDO) and senior officers also attended the said meeting and shared their expertise on the rules and regulations on withholding and remittance of taxes.

Regional Treasurer Kanggo M. Umal, Al-Haj in his opening message said that the objective of the meeting was to trace out the taxes on GPBP and discuss the issues encountered on its implementation. He also thanked everybody for a good number of attendances. Mr. Gani J. Petron, Chief Revenue Division of ORT-ARMM added the issue on who get the responsibility on issuance of Tax Remittance Advice (TRA) among the levels of fund recipients (implementing agencies and LGUs).

Ms. Evelyn Buscato, Local Government Operation Officer V of DILG-ARMM discussed the Background of the GPBP. She elaborated the flow of its funds, the number of recipient LGUs, the kind of projects and other matters relative to it. On the other hand, Engr. Dong K. Anayatin, Assistant Regional Secretary of the Office on Special Concern (OSC) and PAMANA Project also discussed the Background of PAMANA Projects and the status of its implementation. He also suggested furnishing ORT a copy of their monthly report for further reference and update for the determination of taxes due to ARMM. Treasurer Umal appreciated the initiative of Asec. Anayatin. Also, Ms. Nora R. Macarambon, Chief Assesment Section of RDO 107 made a brief presentation on the Rules and Regulations on Withholding and Remittance of Taxes.

During the open forum, most attendees from different implementing agencies aired out their confusions whether it would be appropriate on their level to withhold the tax upon the transfer of funds to recipient LGUs or the latter to issue the TRA. RDO Atty. Amanoding D. Esmail of the BIR-RDO 107 firmly answered that the disbursing agency is responsible for the remittance of taxes to BIR.

The issuance of TRA among the recipients of funds was still unclear. Treasurer Umal said it was a good action the meeting was called after having an overview of the real scenario on GPBP and PAMANA Projects implementation. It was agreed to bring out those issues and concerns in a meeting with BIR and DBM National Office.
