Our New Vision…

 THE ARMM REGIONAL TREASURY IS A FINANCIAL INSTITUTION WORKING AS A CATALYST FOR DEVELOPING A SOUND FISCAL MANAGEMENT, PROGRESSIVE AND RESPONSIVE REVENUE GENERATION SYSTEMS, AND EXEMPLIFYING SERVICE EXCELLENCE.         

The ARMM Regional Treasury headed by the Regional Treasurer Kanggo M. Umal, Al Haj together with all its employees enhanced its vision to attune to the new Philippine Development Plan and the ARMM Regional Development Plan. A Strategic Planning Workshop was conducted on January 26-28, 2017 to assess and determine the office’s strengths, weaknesses, opportunities, and threats. Final presentation, critiquing, and consolidation was held at the East Asia Royale Hotel, General Santos City on January 28, 2017.         

The Regional Treasury has set its vision and long-term goals in 2004 with the assistance of The Asia Foundation (TAF). After twelve years, an enhanced vision that hopefully not only will direct the operations but will also drive, challenge, and inspire all the ORT family to work together and make it a reality in the near future.

For the next three years ORT is geared towards achieving an improved regional revenue generation and fund administration. To achieve this, its strategic priorities include Strengthening Revenue Generation and Fund Administration, Pursuing Strategic Fiscal Policies from National Government, Engaging Interagency and LGU Collaboration. From these strategies, each division identified and prioritized programs, projects, and activities for the next three years (2017-2019).

Employees hope and pledged by inking their signatures on the printed ORT vision. The activity will bring about focus and realistic goals for the coming years to help propel ORT journey forward.

 

The office of the Regional Treasury headed by Kanggo Umal bagged the championship awards in women’s singles for dart and badminton respectively during the inter agency sports fest in celebration of the 27th anniversary of the Autonomous Region in Muslim Mindanao.

The 27Th ARMM anniversary officially started on November  7 , 2016.

Menchie Sabdullah won the championship in Badminton for the women division while Vaneth  L. Tabudlo bagged the dart victory in the women’s single division. Agnes P. Ramos got second to Tabudlo.


Like the previous annual activities, the Morolympics or the inter-agency sports fest in the ARMM is again a part of this year’s celebration. The ORT sports team received a Certificate of Recognition, awarded by Executive Director Al Trekke Dayan, the head sports coordinator for their active participation and for getting the fourth place in the said sports activity.

Ronald Pusod headed the ORT-Team. The following are the other awards won by them.

General Santos City.  The Office of the Regional Treasury (ORT-ARMM) was awarded by the Bangko Sentral ng Pilipinas (BSP) during the 2016 Awards Ceremony and Appreciation Lunch for BSP Stakeholders on August 23, 2016 at Greenleaf Hotel, General Santos City.

ORT-ARMM was chosen by the BSP as this year’s recipient of Demonetization of the New Design Series-Outstanding Regional Partner (Cotabato Branch).

Kanggo M. Umal, ARMM Regional Treasurer has continuously supported the BSP’s Advocacy Program on the conduct of Public Information Campaign in the Autonomous Region in Muslim Mindanao (ARMM).

The said awarding ceremony was part of the BSP celebration of its 23rd anniversary to honor the institutions that have provided exemplary support to its statistical undertakings, information needs and advocacy programs with its theme “Sustained Partnership, Sustained Economic Growth”. This is also to strengthen the alliance between the BSP and its stakeholders in achieving a more efficient and effective means of gathering information and the conduct of advocacy campaign to carry out its ultimate goal of safeguarding price stability and promoting a healthy financial system as well as ensuring an efficient payments and settlement system in the country. The Civil Service Commission (CSC) - Autonomous Region in Muslim Mindanano (ARMM) awarded Mr. Kanggo M. Umal, Al-Haj, ARMM Regional Treasurer as one of the region’s most outstanding public official on September 28, 2016 at the Shariff Kabunsuan Cultural Complex in Cotabato City. The CSC-ARMM conferred on him the Dangal ng Bayan Award for his outstanding work performance and ethical public service.  Mr. Umal is one of the three recipients of the said award.

The Dangal ng Bayan Award is conferred to an individual for performing extraordinary act in public service and consistent demonstration of exemplary ethical behavior on the basis of his/her observance of the eight norms of behavior provided under Republic Act No.6713, otherwise known as the “Code of Conduct and Ethical Standards for Public Officials and Employees”. 

The awarding of the 2016 Outstanding Public Official is part of the celebration of the 116th Philippine Civil Service Celebration in the ARMM.  It is an annual undertaking of the CSC that recognizes government officials and employees who have displayed outstanding work performance.

Other awardees of the Dangal ng Bayan Award were Lanie Acoy Castanares, Municipal Civil Registrar of Datu Abdullah Sangki town in Maguindanao; SFO1 Wagner Kamlian, MPA, Municipal Fire Marshal of Bongao Central Fire Station in Bongao, Tawi-Tawi.

Other awards given include The CSC Pagasa Award - Individual Category awardees were Engr. Soler Undug, District Engineer of Basilan; Rosita Furigay, Mayor of Lamitan City, Basilan; and Dr. Kadil Sinolinding, ARMM's Secretary of Health Department. The Cadastral Survey Team of the ARMM's Environment and Natural Resources received the CSC Pagasa Award - Group Category that include DENR-ARMM Secretary Kahal Kedtag, Asst. Secretary Alindatu Pagayao, and Engr. Allan Diansuy, Atty. Badrodin Pacasem, and Engr. Charlene Pascual as members. (Ma. Leonora T. Espino)

Davao City.  The Office of the Regional Treasurer of the Autonomous Region in Muslim Mindanao (ORT-ARMM) conducted a forum with the Revenue District Officers of Revenue District Office (RDO) No. 107 (Cotabato City); RDO No. 102 (Marawi City); RDO No. 94 (Lamitan City, Basilan); RDO No. 95 (Jolo, Sulu); RDO No. 96 (Bongao, Tawi-Tawi) and their respective Collection Chiefs held at the Seda Hotel, Davao City on January 21, 2016. The purposes of this forum were to build good relationship between the ARMM Government and the Bureau of Internal Revenue and to discuss concern on BIR Certification of Electronic Filing Payment System (EFPS) and Authorized Agent Banks (AABS), Collection from the Large Taxpayers operating in ARMM and other related matters.

Mr. Kanggo M. Umal, Al-Haj, ARMM Regional Treasurer gave an opening message.  He said that the forum is being initiated by the Regional Treasury to build good relationship with the Bureau of Internal Revenue and to enhance the partnership on revenue generation and public service delivery.

Atty. Malic Umpar, Revenue District Officer (107), Cotabato City thanked the Regional Treasury-ARMM for the invitation to this forum.  “We need Regional Treasury-ARMM to collect more since our goal for 2016 is 2.6 billion”, he said.  Mr. Bago S. Saransuman, Revenue District Officer (95), Bongao, Tawi-Tawi said that after receiving the invitation letter they refer it immediately to the Regional Office of the Bureau of Internal Revenue No. 15, Zamboanga City for approval.  He added that they are much willing to do anything for the good of the Autonomous Regional Government. 

Mr. Jamael Waui M. Indol, Chief of Staff and representative of Revenue District 102 of Marawi City suggested that the Regional Treasury-ARMM Office to help convince the national government agencies (NGAs) to acquire/register branch code for their provincial offices  so that constituents of such province will benefit from collections  in their respective areas.

Mr. Gani J. Petron, Chief Revenue Collection Division of ORT-ARMM emphasized that this forum is conducted to discuss concerns on BIR Certification of collections made through Electronic Filing Payment System (EFPS) and Authorized Agent Banks (AABs) which are not included in the certification of the Revenue Collection Service, BIR National Office.  This is because the two are not categorically mentioned in the DOF, DBM and ARMM Joint Circular No. 2004-1 dated February 26, 2004; only Tax Remittance Advice (TRA) and Revenue Official Receipt (RORs) were enumerated.

The body agreed to the following:

1.   To write the BIR Commissioner relative to the collections through EFPS and AABs;

2.   Conduct forum with the National Office of BIR on the EFPS and AABs;

3. Pursue the agency branch code application inorder to identify sharing of collections of the ARMM LGUs.

4. Request of automatic withholding of taxes from infrastructure projects of the Autonomous Regional Government by the Office the Regional Governor.

Mr. Saad K. Sambutuan, Assistant Regional Treasurer for Operations of ORT-ARMM, in his closing remarks, thanked everyone. Even though they are far away they have come to this forum and showed their cooperation, he said. He stressed “Kung ang ‘K’ stands for Kasama, Katuwang at Kakampi, dadagdagan ko ng isa pang kahulugan at ito ay Kakambal.  Kayo ang kakambal namin sa pagsulong ng aming mithiin”.  Mr. Sambutuan said that he sees everybody wanted to help each other to resolve issues for attaining collection goal.(L.Espino)
